I am often frustrated by my [lack of] ability to see underwater in Minecraft.
We can correct this with the addition of an alternate crafting recipe for helmets, only slightly modified.
They could just be alternate crafting recipes for a singular added effect of seeing underwater, or they could each provide a greater amount of visibility underwater depending on the materials used to craft the helmet.
Also, as a bonus, it probably wouldn't even need to take up any extra item IDs (I think, I could definitely be wrong), the same way that the color of wool is modified.
Goggles would only allow for seeing clearly underwater, it would not improve your ability to hold your breath longer or breath underwater.
Yeah, but if you put the goggles in the helmet slot, where would the Breathing Underwater Safely Without Drowning Apparatus go?
Personally, I'm not sure that Breathing Underwater Safely Without Drowning is the best idea, but, an alternate recipe involving the shirt could create a shirt with an air tank.
Or an addition to these recipes above the helmet on one side to create a googles/snorkel combo helmet in addition to or instead of the goggles, which could extend the amount of time you can stay underwater without drowning.
Good idea but i dont think minecraft needs it you can already see pretty well underwater, it also wouldnt work for people who have there distance set on tiny and would only benifit those with far distances.

They probably would need extra item IDs, as the values are already used by durability.
Rather than being merged with other helmets the goggles could be a helmet all on their own. You don't really need goggles outside of water, and having an armored helmet while swimming isn't essential (and is a very bad idea IRL.)
