When I was watching my gf play minecraft for the first time she started doing all the things you'd expect:
Collecting resources, building houses and other buildings. But she also started building "pens" for animals such as cows, pigs, sheep and such and whenever she went out to go harvest things, when she came back all of her animals would be gone because they got despawned, and it really got me thinking:
What if there was a craftable collar you could hook around animals to prevent them from despawning(Like wolves)? It'd make it so that players can easily create their own little farm of animals that they can keep in their base.
Now of course, with this specific collar you wouldn't be able to give commands nor would it change the AI of the collared animal in any way, it would simply prevent them from despawning. They would move and jump around randomly like normal.

As for the recipe: I'd imagine it'd be something like this:
[]L[] / oLo
L[]L / LoL
[]L[] / oLo (Whichever is easier to read)
L = Leather
o and [] = Empty slot

As for the cap on controlled animals, I'd say about 30-50 max. I think that's a pretty reasonable range.
