A burning tool has advantages over a regular tool, to an extent.
To make a burning tool:

In the empty spaces, you put netherrack*: This names it Flammable Diamond(or iron or whatever) Pickaxe(or axe or hoe or whatnot)
It just looks red at this point.
*Netherrack adds to how many flaming uses you have
In order to make it BUUUURRRRRRRNNN!!!!! you have to put it on an on fire block. this calls it Burning Diamond Pickaxe.
Now, How many uses you have it while it burns?
This depends on how much netherrack you put in the empty spaces:
a stack of 64 in each will yield a large amount, 1 will yield very little: N4=u (N=Netherrack, U=uses)
So a 64 netherrack(for a total of 256 netherrack used on a pickaxe) will make 256 uses of BURNING stuff.
Heres how it goes:
Burning Sword: Adds 1/2 of a heart of damage per strike.
Burning Hoe: Fertilizes ground. Wheat grows 2x as fast.
Burning Pickaxe: Time to mine everything multiplied by .667(2/3).
Burning Axe: Right click wood to set it on fire, and chops faster.
Burning Shovel: Can set on fire by right click, x.75 time to mine.
Burning tools is kind of going a bit overboard. It is minecraft. We have fire... but fire really doesn't break stone any faster. The only useful one (in my opinion) would be a flaming sword. Maybe couple flaming arrows with burning netherrack or lava?
I can see more combat ideas coming off the "burning tool" idea.
Why would swinging a burning hoe through the ground make it fertile? Considering fertility of soil generally increases with water content, and burning metal would probably reduce the water content of the soil.
