I saw this in Berkin's Cannon Mod, but felt the name "Radar" and the texture for it was unfitting for the theme of MC (I don't have a suggested texture at the moment either). It would detect mobs from a distance of <= 16 blocks, and become a power source block (powers redstone currents) when 'activated'.
Here is the proposed recipe:
Additionally, you can right-click the ID to change what it detects: Mobs, Self, Players, Not self, All (default). The modes are pretty self explanatory but I will elaborate just in-case.
Mobs: Only detects mobs, not yourself or other players (if on SMP). Self: Only detects yourself. Players: Only detects other players, not mobs or yourself. Not self: Detects everything but yourself. All: Detects mobs and all players, including yourself. It is the default setting when first placing one.
This would be a useful way to assist in trap making. But, in order to balance this new item, the ID will emit a distinct, low-volume noise and glow a little bit, to let players know if there is an ID nearby. The sound is heard from 20 blocks away, and hits 'full volume' at 12 blocks away.

Just press f3, then you can see all mobs in your sight.

How do you intend to stop ppl from doing that? Or is it part of the block. XD
The ID is a block itself. You stop people from doing that because they hear the noise of the radar before getting within its range.

If only I could aim.

It is expensive because I don't want people (other than the ones who will cheat anyways) to have a million ID's.
