Ever since I found out about half-blocks way back in like January, I've wanted a top-half block.
I was thinking that in order to craft normal half blocks, you would simply put the blocks (wood, cobblestone, stone, sandstone) in the bottom row of the crafting grid. To make a top-half block, they would be placed in the top of the crafting grid.
For example: = Bottom Half Block
= Top Half Block
This would allow you to have somewhat higher ceilings, thin bridges, etc..
As part of this, you should also be able to crouch through a space that's a block and a half tall. So, you could crouch/sneak through a 2x1 space with the top-half block as the roof, but you would not be able to stand or jump. Skeletons and Zombies would not be able to go through this, but creepers, spiders, smaller slimes and all neutral mobs would be able to walk under the space.
There's already a way you can glitch the existing slabs into residing in the top half of their spaces (I've done it by accident numerous times) so I really don't think there should be a separate crafting recipe, let alone a separate block implemented.
I think this idea will go the way of fences: at first, they could only be stacked using a weird technique that involved a lot of placing blocks and digging out from under the fences. As of 1.7, fences are stackable by default. The Mojang crew observed that despite the fences being purportedly unstackable, an overwhelming number of players were just exploiting the reverse-building glitch and stacking them anyways to great success.
Slabs, as of now, only reside in the bottom half of the block they're placed in, but can be glitched to residing in the top half. Here's hoping that the slab placing dynamic can be altered to accomodate this. Great idea!
I've wanted this for quite a while. Mainly because slab stairs currently look like crap when viewed from the side. I'm not sure that the recipe you propose works, however. AFAIK, crafting recipes ignore the position in the grid. For instance, both of these produce torches:
There are a couple alternatives though. Odd shape, but straightforward: = 4x

And +1 for this idea. Maybe not an entirely new block, but it would be REALLY, REALLY COOL if we could have upper-half blocks.
