Ok how about they can spawn only in a high altitude ABOVE THE CLOUDS and they can wander around the map even in low altitudes without dying. They will be NEUTRAL. When tamed, they will let the master ride on them and they will fly around. The master will control them and the altitude of flight.

--This will mean you should be careful about making homes in mountains above the clouds
--A dragon who just arrived to the mountain will be alright with edits, as long as the edits happened before it conquered the place
A dragon will dig its own chamber (not dungeon, dungeons are different because they have spawners) in its main territory (its primary mountain) and put its TREASURE there.
A dragon might be seen playing in LAVA POOLS and setting them on fire, but they arent harmed due to their dragon scales but the fire will slowly disappear
A dragon will be friendly to passive mobs as long as they dont enter the dragon's chamber
A dragon will let neutral mobs and humans stay in their territories FOR SOME TIME and when they stay too long, the dragon will keep attacking until they get out of the territory (so you have to go down until you are below the clouds)
A dragon will guard its nest, eggs and treasure (so it is a good idea to raid their territories for eggs, nests, and treasure while the dragon is dueling another one for the sake of protecting its territory)
A killed dragon will drop:

-a nest could be as big as a slab and eggs can be put on them
-a dragon scale is an item you could use to make dragon scale blocks and when you set them on fire, the dragon scale will never get destroyed even for a year in fire (good for fire places)
-dragon scales could be used along with iron ingots to make armor that can be ignited without damaging you (perfect for going to cave systems while requiring light) AND when set on fire, there will be a bar showing how long will the fire last
-THEY DO NOT NEED SADDLES
-a dragon egg can be collected only if the nest underneath it is destroyed
-if a dragon egg is destroyed, it will not drop its resource

this sounds really cool but some of the ideas might be a little tough to program, also you may want to take into account for different colors, and types of dragons. Also this would probably be best as a stand alone mod like the aether. you would portal to their home area. just my thoughts.

i think their colors would have something to do with the element they breathe (fire, ice, thunder, etc.)
