Seeing as though Netherrack has really no purpose in this game other than when fire is put on it, its always there. Well I thought of a new use for the Netherrack. Say hello to Nethingots, Nethingots are a special type of Ingots which I'll be getting into. Nethingots are created by making Nethershards. Nethershards are made by smelting Netherrack. It will take 2 Nethershards to make 1 Nethingot. Now I know your all thinking " Its probably going to be used to make weapons" well no. Now take a tool into a crafting table, and put one Nethingot above that tool. The tool will then have an upgraded touch to it. This touch will only last 50 times whether its Mining, Chopping, Farming, Fighting,Digging, Fishing all of that. It will give it a offense bonus, speed bonus, and durability bonus to the item. When a Tools upgrade is fnished after using it 50 times, the original tool will return to its normal state with its durability at max, like it was never even used. THIS DOES NOT WORK WITH ARMOR ONLY TOOLS.

2nd, @Gheiter, mud shards are a little boring, nether shards sound a little cooler for making upgrades.
3rd, it sounds too easy to be making upgrades. 90% of the nether world is netherrack and that would be a lot for weapons.
4th, I agree with you, netherrack is a bit too useless. Especially for something as cool looking as netherrack. Maybe I could come up with another use for it. Also the shards sound cool but the ingots maybe going too far.

Anyways this seems ridiculously overpowered. It only takes a few minutes and a half an inventory of stone picks to have enough netherrack to have upgraded tools for a very, very long time.

Remove the capacity to repair the tools it is applied to, and it would seem alright. As it is, you would never need to replace your tools again if there was any repair aspect, since netherrack is as plentiful as stone.
