I would like to present to you a new liquid idea, Concrete. When poured, it moves at the speed and length of lava. After 12 minecraft hours, it hardens into concrete blocks. Any mob that goes on to it will be stuck and suffocate as it hardens. The hardening of the concrete can be controlled by redstone current.
HOW TO CRAFT: Put 2 blocks of Sand and Gravel + a bucket of water into the crafting grid. The bucket of water will be used to hold the cement(wet concrete).
It can be used to make tools and has a blast resistance of 40. The tools are the same durability as stone but faster.

This is in a mod except all the mod has is building with it. Not to sure about using it for tools though. Other then that pretty solid idea.
Take out the tool making part. I mean, let's just assume that if you put it on a flat plane, you would get 10 blocks. That means that for one sand, one gravel, and three iron, you get 3+ tools. Other than that it's not bad.

Concrete tools make about as much sense as obsidian tools. There's no need for them lol.
Also, why make this too complicated? I think the Better Than Wolves mod made a good version of concrete. It moves as fast as lava, but it keeps moving instead of stopping 3 blocks away, like lava. It also has the concrete turn into smooth stone, instead of some new concrete block. This approach may not be the most realistic, but I think it fits into minecraft better than your suggestion.
If you just want feedback on your suggestion, ignoring what other people have done, then I don't think your suggestion is all that great. Waiting 12 hours (10 minutes irl) for the concrete to harden would get very dull, very fast. On top of that, if it moves exactly like lava, you'd have a very hard time making anything useful out of concrete... unless you're building something that's on a slope.
Also, I don't see how the mob feature would be useful. If mobs are going to sink and die in concrete, I would think their drops do too. If that's the case, you might as well use lava to safe guard your house (or whatever you would have used concrete for).

And they wouldn't sink or die in solid concrete without the entire thing making no sense at all, so you'd have a mob trap effective for ten minutes.
