The only problem is Xray packs are not handled by the server so you can't really detect what pack someone is using. The only way to do this would be to force the game to check if the textures have been altered and re-download the original textures.

If people are just using an X-ray texture pack, they'll only be able to see through one layer - maybe a boost in mining, but you can still hide your chests. What you need to worry about is people with an X-ray mod - something which would be immune to any forced texture pack selection because it would just ignore the command.

Basically, when people make texture packs, they need to get approved by staff, or something like that.
It's simple, i'm surprised people haven't thought of this yet.
Too many..
I'm not sure you get it, some jerks make transparent texture packs to see stuff underground like dungeons, chests, ETC.
