I've thought of this many times, and I think this is almost essential.
Many people would love to screw around with the difficulty of minecraft, but we cannot do so. I for one would enjoy playing "rare, but tough monsters" mode where my health doesn't regenerate too quickly (1.8 will have perfect health regen, in my opinion). I find the monsters too spammy and annoying.
I see no bad in this at all, except for people such as myself who would exploit this by increasing the spawn rate of creepers to 1000%, and gaining tons of gunpowder with a monster tower. Oh well, we should all play the way we want to.
Overall, this is a solid idea with no major flaws. There are many good aspects about it, and it could make minecraft a much more enjoyable game for everyone.

I had decided at one point I should get some mod that allows me to create massive destruction at any point in area, and make giant enemies spawn in an attempt to save themselves.
This sounds kinda fun. I mean, I like peaceful, but find it too easy with no mobs. I like easy, but find it too difficult with absolutely no mercy at night.
But yeah, I've always thought a custom mode was good. I always wanted to dominate zombies with no real goal, and be able to avoid creepers, skeletons, and (possibly) spiders, who cares? I rule the world, I made it from my bare hands. I basically typed it into a computer, and all of a sudden, whoosh, you all appeared. So why are you not glad for that reason there, Mr. Creeper?

But yeah, have a few diamonds. , maybe a . But yes, this should be implemented one way or another.
Here's some ideas that can be in the "Custom" difficulty.
Settings such as...
-Mob appearance (Creepers [OFF, rare, common, VERY common])
-Mob Health (Zombies [#])
-Health regeneration ([# per second])
-Mob Damage (Skeleton [9001])

Though, this dosen't directly relate to the topic... I would really love a custom button where you can enable or disable animals to spawn.

As for the idea, I don't think Notch will add it, but you never know.
Should be a mod though, I'd defeintly download.
