I like it, better than wolves has something just like it though
I have seen a bit of better than wolves, but not that. Anyways, I don't want to download the mod because I find it too big, and I would like a block like this to be in the vanilla game.
Very very nice idea, although by using a system of pistons to do this exact same job this idea would not take up 10 square meters of land. I like the layout its very professional and on the whole I give this a thumbs up.

Yes, it can be done with pistons, but with one block dispenser you get 576 uses, which will take up lots of space and delay with pistons.
I don't think that sucking in blocks would be a good idea. If it could suck in everything instead of having to break items it would be too easily exploited. For example: you could go mining with nothing but the block dispenser and just place it in front of an ore instead of using your pick. The only way that could not be cheating would be if it required a diamond pick to break or some other disadvantage was added to it.
