Seams kinda usless, also angling blocks is pretty much IMPOSIBLE with the current minecraft grid, and besides it dosent fit in very well, maybe these could be just half-half blocks that can be placed on the side of something
also I think Slabs might be a more fitting name then pannels
Possible Issues
I like the sound of this, although it sounds a lot like independant block entities (not necessarily a bad thing, it is an awesome suggestion). That said, what about corners? the only way to make one seems to be to place them on the outside of blocks, like so:
The problem with this is that it will leave a space in the corner, making a |_ shape rather than an L shape. Also, panels conected thusly may glitch out (I'm not sure about this, not being a programmer).
Questions
What other effects would weight have? Would it slow the construction down, or simply make speeding up and slowing down take longer? I personally think the second idea would be better, but that's just me.
Would the entities crashing have any effect on the things they crash into, such as destroying panels based on the entities momentum X weight?
Would you be able to add things like tnt onto a structure and set it of with one of the output keys? Would said TNT be set off in a crash?
Would every block be able to be made into a panel? for example, could you have diamond panels, or obsidian panels? How would the panel's durability be measured (such as Base durability /2), and how would the durability affect the tools used to harvest the panels?
In order to make a 90 degree bend, just right click on a panel with your bare hand and change the angle. It will be tilted 90 degrees.
this looked like such a good idea until you said "entity". entities are a very trick thing, and there is a zepplin mod that is pretty much a better version of these entities. this is because it turns any block grup into entities unless it's too big. I am not saying "there is a mod for that" I am saying that the zepplin mod is a lot sipler then this because the physics work much more easily and it has been proven to work with minecraft. the air friction in this idea doesn't make much sense in a world made of blocks. it can work with getting lift whilst you have speed, but it doesn't work like lift IRL.
IRL lift works by cutting through all the tiny little air particles in the right way, but in game air is made of peices 1m x 1m in size, not the size of molecules
however, the panels are a very good idea,you should work on that instead
Lift is generated when there is a lower pressure area above an object and higher pressure below. This simulates that quite well without requiring a complex aerodynamics simulation.
Also, I just watched a video of the zeppelin mod. it is horrendously imbalanced. It requires no fuel to be used, and anything can move anywhere in any way.
It also doesn't allow for pitch/roll, whereas this suggestion does.

Also, it actually isn't complicated. The explanation of it is complicated, yes, but using it will actually be very simple. You just build it using the control block and the panels to create an object, then add power to it with a furnace, and then hook up some controls. That's it!
