Heres a nice idea that I don't think anybody suggested yet.How about a hammer that when you break glass with it it drops a glass shard kinda like glowstone use to drop 1 powder.When you get 4 shards you can make a pile of shards,Broken windows,other and when you put it in a furnace it turns into glass.Sure it may be easier to just get more sand and put it in the furnace instead of breaking 4 windows but the idea is that when you break a window its not a total loss and also so it can't be abused to get a ton of glass.No pictures of the crafting table or anything similar since I have no idea how to make that.
I don't think you should need a hammer. I think that breaking glass should just drop shards, which could be a thrown weapon or something you put in a Dispenser to shoot, or could be crafted in a 2x2 grid to remake a glass block. It would be perfectly balanced, and you'd be less "FFFFFFFFFUUUUUUUU" when you misplace a block of glass.

Well the idea of a hammer was the fact that glass shards can cut you and that i keep seeing things where people have tiny hammers to break glass to take wahts inside.Also remaking glass just by putting it in a 2X2 grid seems slightly less realistic then most of the stuff in minecraft and a bit too easy but thats my opinion so ok
Maybe do it as a "Hammer and Chisel" kind of deal. That was we can shape stone similar to hedges. The tool wouldn't be able to simply break glass, it would cut it into half blocks or something, allowing for windows that are open, or thin glass floors/ceilings/walkways. I think that would be better, because sand is very easy to get, so saving on glass wouldn't be terribly useful. Though it would be nice if you could use it on glowstone to always get 4 dust out of it.

I'm just lazy about going to the nether xD. I have to travel a ways to get to any glowstone we haven't mined out that isn't on the very roof (damn ghasts make it annoying to get that those ones)
