If that were true, it would be WAY TOO EASY! to get loot. Maybe when you kill like 1000 of an animal maybe like 3000 you get one, only one spawner with that animal in it.
How about Endermen have a very, very, very rare drop, darkfire, which, when surrounded by iron in a crafting table, forms a controlled mob spawner that allows you to select which mob it will spawn.

I think the way it should be selected is it should have to have the mob you want to spawn, (only hostile mobs) touch the spawner. Then that mob would be spinning inside it. So if you want a creeper spawner, it will be more difficult because there is a chance the creeper could explode the spawner.

It's easy enough to find where the creepers are coming from and steal the spawner.
I think the way it should be selected is it should have to have the mob you want to spawn, (only hostile mobs) touch the spawner. Then that mob would be spinning inside it. So if you want a creeper spawner, it will be more difficult because there is a chance the creeper could explode the spawner.
