This is borderline being a wish.

How is it crafted?
Is it possible to tell the difference between this and a real torch?
What does it look like when it is flicked?
What makes this any different than what you can already do with redstone?
Will it give off light, and if it does, what level?

The crafting recipe could be a torch over a lever:
It may have a gray stick instead of a brown one.
It looks like a bent torch when flipped.
It may give off level 14 light.

Or a torch over a piece of cobblestone (replacing the stick in the standard lever recipe with a torch).

A gray stick would be too obvious, a slighter difference to a normal torch perhaps?
Slightly darker flames?
Hey OP, did you know that an Edit button exists? It's really quite handy, it lets you edit your suggestion post so people can see what the suggestion is about without having to read through what will eventually be dozens of posts on many pages.
It isn't too difficult to understand what my suggestion is, but I guess I can explain it further somehow.
A torch lever would be constructed by crafting together a torch and a lever. The distinction between a lever and a plain torch would either be a dimmer glow or would give off a little more smoke, or however the developers would want to make it. That, or you could just memorize where you put it and have it look like a normal torch. It would be useful for making traps, as well. If people continuously bat at the torches to find the "right" one, they accidentally flip the wrong one and fall into a pool of lava.
If you're going for inconspicuousness why choose something that gives off light?
Well if you're going to have just one, you might as well have a lever to begin with. If you surround an area with torches, it's less likely to be spotted amongst them.
Pretty simple. It's not a complex design, and it would make things look a little cleaner, and you wouldn't need to dig out a hole and re-hide it every time you wanted to access it.

1. A lever that resembles a torch, which would look rather nice for a hidden bookcase sort of thing instead of a big ugly lever.
