I think a "Lock on" Feature for third person mode would make this mode much more fun and usable, mainly because when fighting in third person mode now, your head is in the way of everything. Now I myself use first person mode, but if Notch or Jeb made it that your head isn't in the way of everything and there was this "lock on" feature, I'd be using third person mode much more when on the surface adveturing.
Keep in mind this "Lock on" feature is for enemy mobs, not blocks.

How would it account for arrow drop?
The benefits do not out-way the work to implement.

Why not just change the camera view to be a little bit higher or to the left or right to avoid Steve's head? Like an over the shoulder view?

Just imagine it like in the legend of zelda. You know those lock on features? Imagine that in third person mode minecraft.

This idea just doesn't seem to fit Minecraft, as well as the reasons listed by assassin10 above me.

As long as this is non intrusive, I don't see too much of a problem. The difficulty is making it non-intrusive.
