1. A Magic Bar, sitting above the Armor Bar, opposite the Breath Bar.
2. You do not start the particular world with Magic. You must find a hidden Tome in a Dungeon Chest to learn Magic.
A thought was perhaps requiring a Wand or Staff to cast, created by some weird wood found only in the Nether, mixed with Reagents like Diamonds, Obsidian and Glowstone, and using a Lava Bucket to seize all the parts together. Something complicated, and hard to acquire. Make the player feel like collecting all the unholy stuff was worth it. Plus, seeing a player running around with a Staff out, you'd know they could light you on fire in multiplayer.
3. Not only do you need the Staff to cast, but Reagents to power each cast, akin to the Arrow ammunition for the Bow. If you run out of Reagents then no more Fireballs. These Reagents should be crafted from multiple items, like the Glowstone Dust, Gunpowder, and Mushrooms, into something like Magic Dust that stacks.
4. I'm not sure how in depth to go with casting. Frankly I'd be fine with just shooting fireballs, perhaps the same kind the Ghasts like to rain down upon me. I don't really see a reason to get into Earth or Ice type spells. They seem like they'd be overly complicated to implement.
If we do see Magic in Minecraft, I'd like to make sure it's as quaint as the other forms of combat, nothing over the top and crazy, or insanely imbalanced.
Another thought concerning the Tomes was either to have them used up when you "learn" Magic, OR (now stick with me here,) Needing to have the Tome in your Inventory to be able to cast Fireballs. Players would now have something to fight over and covet. Destroy an evil "Wizard" player, and collect your spoils, a nice magic book to become all-powerful yourself. The Tomes would be rare, so I could see something like that being fun.
I remember Notch talking about how he doesn't want to see conventional magic in minecraft, IE spells, fireballs, teleporting, and so on. That's why we have unconventional magic, such as portals, redstone, and the nether, as well as all the hostile mobs and in the future, the sky realm (which I remember him talking about it being activated by dreams, but I do not remember).

I am the bone of my sword
Steel is my body, and fire is my blood
I have created over a thousand blades
Unknown to death, Nor known to life
Have withstood pain to create many weapons
Yet, those hands will never hold anything
So as I pray, Unlimited Blade Works
I was trying to think of a little variety. Sword and Bow. Gets kind of boring after awhile. The other "system" would give you a ranged attack with a little explosion. You could use it to power-mine, and perhaps in the future there would be enemies that would possess resistances to physical attacks?
Again, the whole point is variety, without getting overly complicated. Notch mentioned he would like to get some plot type "win the game" stuff going, such as finding and killing a big dragon or some such. I notice a lot of inspired elements from old-school NES Zelda games, so I recalled the little magic wand and book you can get.
Adding nothing to the game as it is, that's true. I was trying to look a little ahead for upcoming additions.
The reason for the Reagents would be to make it so you can't just build a one-time Wand and go nuts. I thought it would be more interesting to base it off of old Ultima games, instead of just a charged up stick that runs out after time, like the Sword.
