So I was laying some tracks down the side of a hill today and ended up having to place a whole bunch of dirt blocks in order to maintain a slope. The end result was an ugly protrusion out the side of this hill. I didn't like it...
Anyway, My idea is pretty simple. Wouldn't it be awesome if we could place tracks on the top of fence posts the same way we place torches?
But what would it connect to on either side? It would look weird, since minecart tracks fit the edge of the block while fence posts are centered. It would look like rails hanging over empty space.
What would look pretty good is using fence posts to simulate support beams, then place the track on a wood plank block at the top.
How is that relevant to you putting tracks downhill? And it would look ugly, picture rails on top of fences, the side of the rails would go off the edge of the fence, and why would this help us?
I just think, if you're going for realism in your specific minecraft world, the ability to make wooden frames and structures for tracks would be better than conspicuously floating stone or dirt blocks..

The answer: Nope.
Either way, wouldn't it just cause the minecart to wobble around, seeing as the Rail would probably be on the inside of the fence.
But yes, it would look ugly.
