Dude, it doesn't really matter. If you want your skin to be yours so much, then get a copy right on it and sue anyone who uses it. If I like your skin, you should be flattered that I want to use it, not insulted that I would use it without asking you. You should ask, it's true, but this is such a slight problem that it doesn't really need a solution.

a. don't show it off in a public place like the internet
or
b. accept the fact that people like your skin and want it as their own.
Seriously, if you don't want people to use your skin, than you're out of luck. Especially if the skin you've made is portraying some popular character like Master Cheif or Ezio or even Honeydew.

Even if Notch made a skin database which stopped users from using the same skin as another person, it could be overridden by changing a single pixel. Not happening.

Impossible to make something impossible to steal. Why else do they have those "You wouldn't steal a car" ads? They know they can't stop people from stealing movies, just like the music industry can't stop anyone from stealing music. They go for peoples' minds to make themselves not steal, but they have no control over it otherwise. You can't stop someone from using your skin.
While I wish it was possible, it is not. A character skin is nothing more then a texture for the player's in-game avatar. Even if it was possible to prevent skin theft, if people wanted the skin someone else had, they would find a way to take it. They could copy your skin pixel for pixel, then change one pixel to be 0.001% bluer. Whatever program was preventing that person from stealing your skin would think that the skin they copied was completely, 100% unique from all the other skins out there, just because of that one pixel they modified.

Umm are you talking about the proposed server that Notch would have with a database which was already stated wouldn't work or anti-hacking be enforced? Or are you bychance thinking all skin stealing is done by stealing the jpg file on the persons computer? Please clarify.
I make my own skins and some of them are personal for me, yes, I agree, I'd like for people to stop stealing my skins. But, dude, people are going to take your skin, even if it's the exact same one, you can say, 'Oh, yeah, I made it, but they wanted to wear it too.' And if the person you're talking to doesn't believe you, that's their problem.
Skins will never be 100% unstealable, it's fact. When I make personal skins, I make them on the skinmaker I downloaded, when I plan for other people to use them, I make them on Novaskin or post them to DeviantART.
If you don't want people stealing your skin, don't tell them where you got it, or where you posted it. Actually, if it's a personal one, don't even post it. Its pretty much impossible, since your client has to download the file (no matter if its from ANY source) someone could easily modify a class to make it save user skins, but if notch removes the other url trick to get a skin, you'd have to find a person ingame to steal there skin or something.
