and the idea for these bears is that they are passive mobs that will attack and kill other mobs (except wolves and other bears and obviously creepers) and dont require tameing. they naturally spawn in grasslands near caves. stats are below...

hp-brown (12) brown with red eyes (10) black (14) black with red eyes (12) red (20) red and burning (15)
attack power-brown (3) brown with red eyes (4) black (2) black with red eyes (5) red (6) red and burning (7)
behaviour-brown (seek out mobs) brown with red eyes (seek out player over mobs) black (seek out mobs over trees) black with red eyes (seek out player over mobs over trees) red (seek out mobs and eat fire) red and burning (seek out player always)
drops-brown (0-2 hides) black (1-3 hides) red (5-10 netherrack/5-10 soul sand/5-10 glowstone)
so they are passive towards the player until you hit them. if you hit them for any reason except accidentally then they will become angry with you and try to kill you. if you hit a red bear accidentally they will try to kill you no matter what. they are tougher then other mobs and rather nice to keep around but their hides can make 2 leather! better then cows! and red ones drop extremely good stuff! pity its all over the place where they live...
They should be rare and in a certain region of the world (northwest lets say). Like you suggested (and like in RDR) they would only attack if you bumped into them or attacked them.
