Minecarts are funny. They lose acceleration very quickly if they're unoccupied. That prevents them from speeding off without you, which is good. But it also makes it difficult to create automated systems that shuffle carts around without people in them. Unless you have a piece of powered rail every five blocks or so the cart will just stall.
I suggest adding a fourth kind of minecart, the weighted minecart. The weighted minecart would not permit passengers. Nor would it have cargo or accept fuel. All it can do is move.
However the weighted minecart would move as if it were an occupied cart, and would resist losing acceleration when it collides with obstacles on the tracks. If there is another kind of minecart in front of it the weighted minecart would bump against it and push it forward, sharing its momentum.
Basically, the weighted minecart is a way of shoving empty passenger carts and storage carts where they're supposed to go, rather than them stalling out on the tracks.
Why not just make Storage Minecarts act as occupied Minecarts? I don't see why we need another one imo.

It doesn't slow down when it pushes empty minecarts. So it basically allows unoccupied minecarts to work like minecarts with people in them.
Right. You could have a train of empty passenger carts or storage carts pushed by a weighted cart. It'd be just like a train pushed by a powered minecart, except the momentum could come from powered rail. And you wouldn't need power rail every five blocks or so, but could space it out the same way you would for an occupied cart.

I assume the reason Notch makes carts lose acceleration is so they can't go speeding off without you. Having a separate kind of cart specifically to override that protection would let you take advantage of it when you want, and ignore it when you want something more automated.

Could furnace minecarts act as weighted minecarts instead? Furnace minecarts currently have the annoying habit of being difficult to push when unpowered (which is why it is inadvisable to put them on both sides of a minecart train) so it would be nice if they worked in a positive way.

Well , a similar effect can be done with the furnace in the minecart
but now that you explain it like that , i think this is a good idea.
