So you guys just read the title and are probably thinking: "Steel tools? This idea has been suggested like a million times!" Well, I know this idea has been suggested before, but please just bare with me. While steel tools have been suggested before, I'm giving it a different point of view (as in i'm going to try and make it different than all the other suggestions). Also, this isn't just steel tools, but 2 other things as well (anvil, steel tools, and repairing tools). Well now that that's covered, I just want to say that this is my very first time ever doing something this big, so a sorry for any grammar/punctuation/posting errors.
So umm, yea. While I write this, I'm going to put it completely in my own word, so expect many "hmm's" "umm's" and "maybe's". The first thing I want to talk about is the anvil. Before saying any further, I just want to give credit to "brilegend" and the people who replied to his thread for making the anvil thread where I got a few of these things from.
"Anvil"
I want to quickly show how this will be crafted on the crafting table. My first idea was this:
You may have noticed I put iron blocks. This is because I was thinking that the anvil would be more of a mid-game tool so you would need iron blocks instead of iron ingots. For the first idea, it is an obvious reference to how you make the crafting table, but with iron blocks instead of wooden planks. The second idea is a somewhat more realistic look on how the anvil would be made, but uses a furnace to make it. The last idea is basically just iron blocks everywhere. I'm not really sure which idea is the "best" but either way, I imagine it's in game appearance to look strikingly similar to how a iron block looks, with just a minor change to diffirient it as an anvil.
Now, the anvil is supposed to be like the crafting table using the same 3x3 grid., that's the goal. Now you may be wondering: "What's the point of another crafting table then?". The thing is that's it's a different crafting table, so maybe some of the recipes from the original crafting table would be different on the anvil. So we all know how to make the shovel, right? Well on the anvil, the same recipe would instead be a spear! See where I'm going? Now I would like to say that I mostly got this idea from "brilegend"'s thread, so some credit should go to him. Now with this new anvil, would come two new weapons. The spear and the battle axe. As I just said, the spear would be made like a shovel, while the battle axe would be made like... what else? The axe! Ok, so you may now be wondering what would happen if you made a sword on the anvil? Or a hoe or pick axe? Well, nothing would happen (no longsword, no scythe, no hammer). The reason I say nothing, is because I personally don't think minecraft needs too many new tools. I mean, lets look at it, too many tools would just make this thread into another wishlist/modplz. I want to add something without overdoing it, you know what I mean?
Anyways, unto the tools. My view of the spear would be that it would attack at 1 block further than a sword, useful for engaging creepers, and prehaps the new endermen. It would have the same durability and speed as the longsword, but would deal a bit less damage. And then we got the battle axe. Unlike the spear, it would do more damage than the longsword. The downside would be that the battle axe would be significantly slower than the longsword (or maybe a delay between swings or something like that). It would have the same durability as the longsword. The weapons however, would be useless on anything other than combat (as in a spear would have no advantage digging, and a battle axe will not fare any better against a tree."

So here we have the topic of this thread, steel tools. So you may be wondering why I put this second instead of putting it first. That's because you make steel tools using the anvil. And how's that? Well, let me tell you.
So I assume you guys have seen billions of other threads for steel tools/armor. In most of them, there is a form of steel ingots, sometimes made from steel ores. Well, in my thread, it works a bit different. See, instead of making a new tool , you actually reinforce an already made iron tool/armor by smelting it with extra iron! Now umm, this might be a bit hard to explain, but i'll try my best. First off, yeah, we gonna have the iron tool/armor in the very middle of the anvil table. Here is my first idea:
It's basically the iron tool, surrounded by iron ingots. This would make the steel tool/armor. Well, after some thinking, I thought of a second idea for crafting steel weapons:
This idea uses four more iron ingots, so it would be harder to make the steel tool. I'm not really use if it's best though. I mean, I personally like idea 1 better, but idea 2 might be more balanced.
So now that we know how steel tools would be made, lets talk about what they do. In general, they work very similar to iron tools, but with some key differences of course. The tint of look of it for example, would be a darker grey than the almost pure white of iron tools/armor. And then well, there are so many more differences, this IS a new tool. I think the most easiest way to describe a steel tool would be: "The speed of gold, the power of iron, and the durability of diamond." This of course, I shall have to explain.
First off, the speed of gold. When I was thinking about steel tools, I was thinking of something that would make it better than iron tools. First was power, then durability, and then the best thought struck me! For those of you that do not know, gold ingots can be made into tools. The problem with these tools are that gold is a very fragile material, and golden tools have the durability of wood. Golden tools make up for this however, by being super fast (pick axe goes through stone in the blink of an eye, shovels mows through dirt). Okay, so lets take this. Iron tools are "normal" fast. Golden tools are "very fast". Steel tools could just be " regular fast" as in they are in the middle of golden tools and iron tools. The reason I don't want to just make steel tools "very fast" is because, well... Golden tools are kind of special, unique I guess. I don't really want to take that special away from them, so that is why steel tools are still a bit slower than gold. Steel tools are fast, but not as fast.
Next, the power of iron. Let me try an explain this. A diamond pickaxe's specialty is that it can mine the super durable obsidian. As with the speed of gold, I don't want to take a diamond pickaxe's specialty away. That is why steel pickaxe's still cannot mine obsidian.
Now finally, the durability of diamond. This one should be pretty obvious. As you might have guessed, steel tools are obviously going to be more durable than regular iron. So I was thinking that they could be almost as durable as diamond. Not as durable, but almost.
"Repairing Tools"
This is the last thing here. Repairing tools. This is most likely the most suggested thing ever in minecraft. The idea of repairing tools in the game is almost everyone's want. Everyone has their own opinion of how repairing will work out, so here is just my two cents on the matter.
I have two ideas of how repairing tools would work, but they both kind of work the same way. Let me give an example: You have a stone pick axe. You can repair it to max by using a single cobble stone. Let's say you got a iron sword. You would repair it by using an iron ingot. So stone tools would be repaired with a single cobble stone, while iron and steel tools would be repaired with a single iron ingot. Wood, gold, and diamond tools cannot be repaired. This is because wood and gold are very fragile to repair, while repairing diamond tools would decrease it's overall value and might be a bit cheap. No armor can be repaired either. So some of you may be thinking: "One cobblestone? Shovels and spears use 1 material, couldn't you just make a new one?". Well yes, you could just make a new one. All you would really save my repairing would be like two wooden sticks. Now wooden sticks are pretty common, but think of this:
You are in a deep underground pit miles and miles from home. Your armor is destroyed, your tools are worn out, and you accidently used all of your sticks to make torches. It would be times like these, that repairing tools would shine it's brightest.
Okay, now as I've mentioned before, I have two ideas on how tools could be repaired. The first one is by using an anvil, and follows:
That idea should be quiet self explanatory. But there is another idea I had! This one, is used the furnace. Basically, you would but the tool material in the lower spot, and the worn out tool on the top spot. The furnace would consume the material, and the end result would be the repaired tool. But yea, I'm not exactly which idea would be "best" so what do you think?

It's an interesting idea that clearly a lot of that has been put into, but honestly, it's a bit gimmicy. I mean, do you really need more tools that you can repair? I feel like it really wouldn't add much, but could be an interesting addition for a bit, an possibly be useful if you're going to be adventuring a bit, so could pose more of a solid idea in 1.8
A pretty good idea, I admire your willing to write such a long topic. There's just a few problems, I don't think you can't make an anvil because if the spear had the same recipe as a shovel it wouldn't matter if you had an anvil or not a recipe will always make the same thing. It would at least get difficult to program. I always thought steel tools if implemented would be made by smelting iron because that's how they make steel anyway. As for repairing tools I think any tool could become overpowered with it so idk. I really do like the behavior of the spear though, it adds a great amount of variety to combat, less damage but more range is a good tradeoff. Maybe it could even be thrown at the enemy and then retrieved again? The recipe could be like an arrow except another stick instead of a feather like this:

Well, I was kinda going for just adding the steel tier and two new weapons, then repairing could just be optional, but I see why you think it's a bit gimicy. I do like the venturing with the new weapons though, I never thought of that!
