So my brother was being stupid and asking me to make him a minecraft texture pack for him, and I told him to do it himself. he said he couldn't, unless he had a program like SkinEdit, but for Minecraft textures instead. he's also too shy to ask for help on the forums as well, so I am here now asking for such a program.
It's fine if it can't be done, although I haven't looked at all anywhere besides the MinecraftWiki because it's almost one in the morning, and I am tired. so call me a dunce if you have to.

what you can do, is take the orginal texture, go into a website called pixrl, and edit it there! It's like photoshop, but free!

I myself made my texture pack using the amazing Paint.Net program. I suggest you check it out. If you figure out how to use it, it's amazing. It's not that complex either, though. I'd suggest it over anything.
Quick check. I have made a couple of custom texture packs myself using Paint.net (best program EVER) and I find it not that difficult. I know where all the default textures are found and all that fuzz, but again, this is for my limited-knowledge sibling (and anyone else too lazy to use paint).
SkinEdit was a program that allowed you to paint on a canvas and place each pixel individually. That's basically what I'm looking for here, but with a larger scale for the textures, making it easier for those who can't repaint every pixel ant try to fix it every time two pixels next to each other have the same color.
