Okay, this is pretty simple and self explanatory. When you burn wood/trees (not wooden planks) charcoal will drop as soon as the wood is gone and the fire has stopped, so you dont lose your charcoal. this could allow for an easier renewable source of fuel, since trees can be regrown. The obvious plus in that is renewable fuel, so who doesn't want that? Anyway, it makes sense, because real fires cause wood to become charcoal. How is this idea any less "OP" then what can already be done legit?
I'd actually say that OP suggestion is a HARDER way to make charcoal. As it involves sifting gravel for the random chance of getting flint. Then you have to find some iron ore then gain the fuel to smelt it.

It doesn't need infinite uses
plant a long line of trees and light the first one on fire.
Plant new trees as needed while the previous tree is still burning.
Or just set a forest on fire.

Umm Flint and steel also requires you to smelt... You know the bar of iron.
This is not anymore overpowered then burning a log with 2 sticks in a furnace then useing the product to burn 8 more logs...
I think when a log is burned it should have a CHANCE to drop charcoal. Like for every standard tree burned you get 0-3 Charcoal.
To me, OP's suggestion is reasonable.
Edit; Also Im not sure if you know but fire was nerfed in the last update... (or was that 1.6) So it's likely that the fire wouldn't get through even one tree, even if stacked in a row.
For the infinite flint you INVedit or Too many items yourself an unlimited flint by shift clicks, burn the entire forest, infinite charcoal. Or you know just TMI yourself infinite coal.

Yeah this... All you need to do is place a lit block of netherack down and you will more often then not see the odd bacon sitting next to it.
