It would be easily created by a moderately established player. Used for underwater exploration and construction.
Why?: With the idea of an increase in the Y and with the prospect of an ocean biome (including underwater combat and dungeon exploration) I think it would be appropriate to start thinking of items that could be useful in these environments. I think having a way to refill your air will become necessary. <-- said long before 1.8
Maybe make it more of a scuba tank? So instead of being a sort of consumable item it could be considered like a piece of armor that does not give you protection but more breath underwater?

I slightly agree, but it can still be used for underwater building.
I like the idea of refilling air, but glass does seem a little weird. Maybe make it a leather sack, because it has to be flexible enough to allow you to breath in air, while still being harder to get than glass. (you can find sand everywhere, while cows are a tad bit more difficult than glass.

Im not sure how complex 1.8 will be, but if it is anything like the aether mod then things like scuba tanks are very possible.. Though I was thinking on terms of simple items a player a half an hour in could create; simple construction and exploration device.

It would just disappear like everything else that has a durability..
It could also be refillable.
