As of right now slabs are only able to be placed on the bottom half of a block you are able to place a slab on a slab making a full block but I believe we should be able to place the slabs on only the top half. If you wanted a slab on the bottom half aim at the bottom half of a block that you are placing it next to. If you wanted it on the top half Look at the top half of the block you are placing it next too.

I think some solutions to this... 1. Place a full block then a slab on top, you have a floating half block, sure its not realy easy to use but it works.. 2. Use a piston,make it look like this

to your first idea you can already place a slab on the bottom half if you placed a slab on a block you would still have a slab on the bottom half of a full block but still can not place a slab on only the top half.
Yes, this would be great. Maybe you can only apply these slabs to blocks that are already placed above them, to keep from having free-floating blocks, but I can imagine a few places where this would be useful.

What you are trying to say is a legitimate floating block?
But this could cause problems, such as glitching blocks, mobs etc.
