I think rocks (new item) should occasionally spawn on naturally generated sand blocks within 20 squares of naturally generated water blocks, like eroded material compacting itself into stone. Or you could get 9 from cobble. You could put one rock on top of another on the crafting grid to make a "sharp rock" which is a subclass of flint, much like charcoal is to coal. It would be easier to craft flint and steel, as well as arrows this way.
