A paint bucket can be used to paint wood, glass, or stone materials. It works like a tool with only 10 uses. After it's ten uses it will become empty(But you still keep the bucket.)
Below is a crafting recipe I think would fit.
It can be made with any color dye of course. Now it works by right clicking on the block you wish to paint, as shown below.

It'd need to be an overlay thing, so that texture pack artists don't get raped with the task of retexturing their blocks to come in all colors of the rainbow.

EDIT: However, I feel that the color shoot be a little bit darker, wait I am no art expert, just make it harder to see the original block.
