My idea is for a new block that when hit by redstone holds that redstone charge and transmits redstone power until it is hit by another burst of redstone power.
If it holds a charge until its hit by another redstone signal, then theres no reason to have it. Just use the other redstone signal. This is an idiotic idea.

The problem with what you're saying is that your just thinking of two separate redstone signals while I am saying that once only 1 redstone signal hits the block it holds the charge and transmits it to the output. And then the power from the output is stopped only when another redstone charge is sent.
