I looked it up so before you say 'searchbar', I already did.
Anyways, I live in a Tundra Biome, the place is/was covered in snow and ice from when I initially spawned. Lately, however, it just does'nt feel like a winter wonderland anymore. I've been playing for awhile since the weather mod update, and because of all the construction around my small fortress, there is hardly any snow to be had. It only snowed like once, but it was very brief and did'nt even cover half of my area.
The only suggestion I can make is the creation of a totem based object that can manipulate the frequency of recurring weather. For example. If you live in a forest or a swamp biome, but you want it to rain more often, then lay down a rain totem, and within the next 24 game hours (Just one day cycle), it will rain/thunderstorm consistantly till the totem is removed. This can also apply to the snow as well.
Interesting idea, but I don't think placing one should make a certain weather pattern go on 24/7 unless removed, it should just simply make weather more likely to occur. I also think you shouldn't be able to control what type of weather it is, adding an element on unpredictability. Lastly, whatever it is made of, should contain ingredients from the Nether. Maybe Ghasts could drop some type of demonic soul/ectoplasm/whatever that can be used to make it.

Well it was never the intention to make weather occur everlasting or it would seem very broken in some regards to gameplay. But I think the biome itself is what affects the weather and how it affects its surroundings. I think that the area of effect of the totem would last maybe 20 squares across, meaning you would have to create quite a few of them to affect the surrounding area. I was thinking maybe the Aether might be more suitable because of the enchanter item and some of the things from there that could affect the world below.

BUT! the aether is not planned to be in the real game, it is a mod that will be coming out soon.
