The hoe is the sad, less used tool. Sword: Yay, I can kill monsters. Pick: Yay, I can break stone stuff. Shovel: Yay, I can dig up dirt stuff. Axe: Yay, I can cut wood stuff. But the hoe: Well I can farm, but I don't need to do that. I can just get pork.
So I suggest a couple of additions to the hoe. First, if a hoe is used on the top of a grass block (as one would for farming), in addition to tilling the soil it gives a piece of sod. Sod, just like the purchaseable lawn material, can be placed on the top of a bare dirt block to turn it into a grass block. Useful for spreading grass to hard to reach places.
Second, when using the hoe to harvest tall grass, it gives a higher chance to drop seeds; similarly, when used to harvest grain, it improves the yield. This is like a sickle, which the hoe visually resembles in-game.

And you should try farming because it's totally worth it that one time you don't have enough pork. Or I always need pork to feed my pet wolves so I eat bread instead. It's a useful tool.
