Glow stones just give off the boring default illumination colour, why not spice is up with different colours?
Wool has multiple colours so why not multi-coloured lights?
Of course its a very simple additive to the game and i actually don't know if a mod is released for it but if there is, it should be implemented as an actual minecraft mechanic.
How to get it
First you need to get the Glowstone from the Nether or something and find some Dyes. From there you basically combine the dye with the glowstone as if with wool to make it a colour. The Dyes pretty much coat the glass of the glowstone with a thin layer of that colour thus giving a red/green/blue/purple/brown/etc colour and illumination.
How can it be used?
It can be used for many things but mostly for cosmetic purposes like giving funky lighting to houses or making an underground pit a hellish red or use it for a rave party.
I'm sure there's more possibilities for it though i thought it would be a cool little additive to the game ^^.

I'm pretty sure Notch already talked about this on his twitter account, saying that it will probably not implement it, because that would decrease performance and he would have to rewrite all of the lighnting engine for that.

it´s a nice simple idea, maybe cotton or simple the dye, one more complex way be.. glass+dye and finally the glowstone + dyedglass

But to be used that way i actually think the game engine needs to be smoothed out and optimized for the constant and quick changing the the lighting of blocks and areas because it could cause lag on some systems.
I'm pretty sure Notch already talked about this on his twitter account, saying that it will probably not implement it, because that would decrease performance and he would have to rewrite all of the lighnting engine for that.
i don't have twitter so i don't know. The game already probably needs a good polishing by now. Notch first of all can take his time on things like these. Im sure if notch gets around to seeing if he cant optimize the game a bit more he could both improve the game's performance and allowing difference lighting colours.
