The leash could be used to drag mobs around, tie them to blocks, or even other mods. Clicking on a mob would attach the leash to them, forcing them to follow you. Clicking a block while the leash is hooked to a mob hooks it onto the block, keeping the mob in a specfic area, and keeping it from despawning. Also, you can connect it to other mobs to create long trains of them, or hook it to a tamed wolf so you don't need to drag it around yourself, and can focus on ther things. Left clicking places the leash, while right clicking unhooks it.
Eh, I'd say it's overpowering. Think about it, what if you leashed a creeper right inside someone's house. That would be very bad for griefing. Utterly hilarious, but very bad all the same.

Not if you're fast. Leash the creeper, run into the house, get it inside, leash it next to the door, break through the wall, fix the wall back, and there you go. Fairly easy unless it's a small house.

It seems unlikely someone would be that fast, but just in case, the moment you leash a creeper it goes insta-boom.
