Paintings in should be able to display an image hosted at a remote URL. (like the signs in Trackmania.)
That way, you could display an enormous welcome message in your server's spawn zone, make a map of your minecart subway system and post it in stations so that you don't get lost, put big "way out" signs in your mines, and display nekkid pictures of your ex-girlfriend outside your house so the whole server can see.
I would not advocate a really low resolution limit: sometimes you just have to display a non-blocky image.
Well, I don't seriously think that griefing would be a major problem with this... you could alert an admin and have them take the painting down. (or you could take the painting down yourself.)
I've played Trackmania for several years, which has exactly this feature, and I've never seen anyone abuse it. I think the benefits would far outweigh the drawbacks in any case.
(EDIT: and the mystery block seems to miss the point.. the idea is that other people can see what is on the painting, in multiplayer and everywhere)

Well, your MOM makes your mom jokes that don't make sense.
This would be a griefers dream come true, so no.
Don't advertise.
Herp-a-derp-derp.

Hey I think it's a better way than this.
But okay
*cries in a corner.*
