I know what you're thinking, What is this " Vicinity Detector"?
Well, let me answer that question with another question. Who wants 60 bucks!?
But in all seriousness, The Vicinity detector is a small device about the size of a snowball, it detects all enemy matter within your vicinity (Range is 30 blocks). Lets say you have a creeper, 20 blocks away from you, the vicinity detector will start making a beep sound. The more enemies there are, the more it beeps. Here's the blueprint...
Iron = Iron ingot
Obsidian = Compass
Shroom = Redstone torch
This object is helpful if you want to keep yourself on watch. The device will continue making the beeps until it is unpacked from your bottom slots, or discarded. The device will not beep if there is a friendly, or neutral mob near.

How would this be unbalanced? It's not like you are getting shown where exactly they are, its just getting a hint on what you have to expect.
Which you're supposed to suspect in the first place. Notch didn't add PVP so he could add an opressive addon that would let you know where enemies were.
