My idea is to change the way weather works in the game, and to make it more realistic. Rather than having it as a rare worldwide occurance, large clouds would generate with one weather type constantly occuring on the chunks beneath them, these clouds would float around slowly in no particular direction and sometimes change what type of weather they output just like in real life.

Are you trolling? Or do you not really realize that weather only effects some areas at once..? It isn't worldwide, I've walked between the area it was all sunshine-ey and the area it was raining.

Weather doesn't happen in desert biomes, so that might be what you're experiencing. I'm fairly certain it happens globally as either sun, rain (and snow), or thunderstorm.
Regarding realistic weather:
I think real weather happens on too large a scale for someone to notice it moving. It would probably be too much of a hastle to code and cause lag to keep the weather moving along in Minecraft.
Some smoother rain transitions might be nice, though. Having the rain become lighter and heavier over time might make it feel like it was coming and going.
