Seeing that the Nether is available for multiplayer once more, why not use it as a penal colony to put away greifers that the server really hates.
The idea is that the server's moderator would be given the power to set an offender's spawn point in the neither, so there would be no escape. Unless another player builds a slipgate and happens upon him, but even if the greifer were to escape he would go back to the nether the moment he dies.
Think about it. You can set this plugin to generate guards to attack escaping prisoners.
20 guards.
1x1 cell for the prisoner.
They take even 1 step and the guards beat the living hell out of them, and they get teleported back to the 1x1 square with +X minutes added to their jail time when they respawn.
I like it, it would make a good cops/robbers scenario. Although most servers wouldn't adopt this idea, the very few that do, would be awesome. I can see it already, a prison in the nether. Griefers trying to get out, would be pretty cool. But it will never happen, the closes thing to finding that are prison servers.
The way I see it, the nether would be the perfect prison in itself. It has extremely limited resources, its separated from any players, and its full of peril.
The only way they could survive for long periods of time would be to cower in the ground. In a world with no interesting resources to mine, that would get boring pretty fast.
If this would be better as a mod, couldn't you use that jail plugin and just set it in the nether? I would personally put them on a 1x1 square surrounded by lava in a bedrock room, and allow players to drop tnt into a hole that kills him to spawn in the same spot.

And don't forget dropping gravel in there so they have an endless cycle of being suffocated.
