Currently the only way to make redstone circuits is to place redstone wire on existing blocks. making circuits requires a fair amount of mining and careful placement of blocks to ensure that you don't crosswire anything. The resultant circuit could result in a messy collection of mined and floating blocks.
A suggestion:
Create a "Redstone conduit block" that puts out a redstone signal on five of the faces equivalent to the strength of the redstone signal received on the sixth face (or the maximum strengh signal if there are multiple inputs).
This block could allow a relatively neater circuit creation because you can just place blocks normally and would allow for much easier vertical circuit creation (Just stack blocks on top of each other).
The block can be crafted from 5 redstone in a cross pattern with 4 stone at the edges yielding 4 conduit blocks.
