I can understand that a reason for the shears is so any dogs you have do not kill the sheep after harvesting the wool. But why does it matter? Sheep don't last long enough to actually respawn their wool. Instead, you just get more sheep. So killing them or not killing them makes little difference.
What would be nice to see to give the shears a bit more context, is to be able to "tame" sheep so that they do not despawn. Sort of like dogs. This way, you can keep your sheep and have them stay, permanently, so you can keep shearing them for wool. They would still wander around, but would follow the player if he/she has a shepard's crook in their hand (I.E. in the hotbar and actively being held). Just herd them into a pen and blammo! Sheep farm.
