I don't think balance is much of an issue really, Flint and steel has only 65 uses, and I'd say that 1 flint and 1 iron are worth at least 8 coal (8 coal x 8 uses each would = 64 sand, this only lets you have 1 more, and it costs iron).

You can't collect glass, this would just make a issue of a new item to gather it, or placing it in a spot and making sure it won't light other things on fire. When you light sand on fire it turns into glass.
