I like the idea of restoring the damage of a tool. The only problem, is it could make people stop making tools again.

I dont get the point of this, why would you want to restore the durability of a tool, if you had to make the tool again to do it? Why not just use the tool you made? It would have more uses in it anyway.

How about this instead.
You have a half used diamond pick, you have a pick with 25% left. You combine them, you now have a diamond pick at 75%.
Here's some brain math.
item 1 has X uses left.
item 2 has Y uses left.
ALL picks have cap Z uses.
item 3 = min(Z , X+Y), this creates a new pick which will either give you a fully restored item, or one which is the sum of the two parts.
you make a thing called a repair bench and if u wanna repair a tool, you have to give it some of the stuff u made it with like for a diamond pic, u have to give some diamonds to get the new tool

Yeah, great idea, you have a diamond pick at %25, so you make another diamond pick AND- GET THIS- WITHOUT USING OUT THE OLD ONE AND SWITCHING TO THE NEW ONE, YOU COMBINE THEM TO GET A DIAMOND PICK WITH NO DAMAGE! WOAHHHHHHHHH! MIND-BLOWING! IT'S THE NEW REVOLUTION, DUUUUUDE!
OP has a terrible, completely non-fleshed out idea. In it's current state it would be laughable ineffective. Making a new pick is twice as easy, just use that instead of combining anything.
