While I agree with the first part, and completely support that, I disagree with the second. It'd be way too OP as you could walk through fire and cacti with no loss at all, either in armor or health.
The problems with the drowning and suffocation are both bugs, that notch will get around fixing.
As for the other 2, it sounds like a good idea, but it may have problems with coding.

Types of damage that do not effect armor would be:
1. Drowning
2. Suffocation
Types of damage that armor would protect against, but not lose durability, would be:
1. Cactus (it would still damage leather armor)
2. Fire (only with diamond armor)
EDIT: The second part does not mean the player wont take damage. The armor only protects against a percentage of the damage.

What? No, they aren't bugs. What makes you say that? Drowning is definitely a feature, and suffocation makes sense, too.
