There are alot of fan websites with mods on them trying to get famous and such or w/e but i look at them and i barely see any mods so i always end up going back to minecraft forum and then i look there and see disorganized mod page.
Why hasn't there been a ''official'' mod website to host and classify all these mods. its hard to look through 60 pages of mods to find one your looking for.
so my suggestion is this: Have a official website dedicated to submitted mods/texture packs/whatever else that changes the game.
When 1.7 comes out, they will have a Mod API, and with it, a possible list of registered modders. With the list you can go through the mods that the registered modders have created, pick them out, and install them.
