I propose a magnificent way to explore underwater, as water takes up much of the world and can open up a new place of discovery. With oxygen tanks you can breathe underwater longer and with goggles you can see underwater better. Exploring underwater caves or just trying to find clay, this update will make everything about H2O better.
Lighting issues with water can be resolved with hand-held lighting items, which Minecraft currently does not have.
Oxygen Tanks:
Oxygen tanks will last 50 bubbles and to be used must be in the hot-bar. They will have a green life bar. You will hear a "tssssh" sound when it is 7 bubbles from depleting.

--- (7) Iron Ingots
Goggles:
Goggles must be placed on the head-gear area in the inventory. The goggle will start to get blurry and must be moved over the inventory avatar or it will go completely blurred, and will slowly (over about 10 minutes) crack, green bar.

Hopefully I can think of a way to suggest fins, or connecting a light source to goggles or hand. This is my first time actually taking more than two seconds to suggest something. It's 5:00 in the morning and my eyes kind of hurt so I might make a mistake or something.
