So this will potentially give a new look to Minecraft, as you dont focus on underground, in the nether, or on plain earth. With the Underwater Apparatus, you can go underwater (with the same water movement mechanics) and not take any damage or worry about breathing. This is a little bit complex though, as this involves the making of 2 items and using them to make 1 item.
First, you make the helmet, which is simply all glass (except for the bottom middle and middle slot). This helmet can't break and it doesnt give any bonus armor stats or etc. You can wear the helmet alone, but it wont have the function of the underwater apparatus. The helmet however does clear up the view like wearing goggles would in real life.
Next, you make the actual apparatus. (I really wish i could show the picture i_i!). To make this, you put wood planks(or iron ingots likely) on the top middle slot, the left and right slot in the middle row, and all on the bottom row. In the middle slot is a peice of redstone to operate the apparatus. This apparatus is not weildable alone. If you can make the apparatus out of both materials, I would say that the wood one should have a 10 minute restriction for being underwater. This means that while you are underwater, the timer goes down(only shown with a bar in the equipment slot), and when it dissapears, so does the apperatus and you rush up for precious air. With iron ingots, it would have no time limit and it would be indestructable.
Now you simply have the helmet above the apparatus and you have a functional underwater apparatus. This final creation is placed on the Helmet equipment slot above the inventory. The apparatus would appear on your back and you would have a glass bowl around your head. The word (wood)/(iron) would be next to the word "Underwater Apparatus" to indicate the condition of the apparatus so you know whether it is temporarily functional or not. This is to also save the stress of Notch making another slot in the equipment just for the Apparatus.
I also was thinking about how people could see clearly and further underwater. I heard this was in development, but I think I should suggest how it is made: the Lantern. This is a candle that can be used underwater or even on earth/in earth. This would be weildable and you could see without planting torches as you go. There is only one problem that would be from the design of this. If you would want to mine off a block that needed a pick or something, then you would need to go blind for a while to simply mine it. The torch might be placable underwater, not required to be held in hand, or attached to the glass bowl helmet/apparatus. To make the torch, you would need all glass around a torch, maybe either knocking off the top right/left corners and mayybeeee adding iron ingots to the bottom. I dont know how it would be designed, but that may be a general idea. This is meant to mainly enhance the brightness of your sight underwater.
Now you may be wondering, "What's so cool about being underwater? What will this do for me?" Well I thought that there would be more blocks or resources that you can only find underwater. I remember something called a "sponge block" being in classic Minecraft, yet not in the Survival Minecraft. You can finally get this block by going underwater and scourging around for it. These blocks would be underwater(of course), in the deep parts of the ocean, and in clumps of 6 to lower. They are as rare underwater as cacti are on sand (so you can find some if you run around a bit, but it wont be common to find immediately). This is as hard as to mine out as dirt. Sponge blocks are mainly decorative, but they may come with more functions in the future. Another block I was thinking about was something like Coral. This would be like sugercane but found underwater.This would also be deep underwater and it may be in clumps as well. Coral would be as strong as stone and comes in a simple form, like an egg or a flint. Alone, it is simply an item untill crafted. Coral could be used as a secondary arrow class, as well as for making another block(by putting it in a furnace) for decorative purposes. The coral and sponge blocks won't have block restrictave properties(like cacti), unless if you are using plain coral on land. Plain coral would only be planted on water.
To summarize, the invention of the Underwater Apparatus will allow you to be underwater without recieving any damage and a lantern may be added to improve the sight of being underwater. New blocks found underwater would be Sponges and Coral, and coral may be used as a replacement for arrows. Being underwater would also give another perspective to Minecraft and for other creative maps.

I fething love this idea sooooo much. Coral reefs NEED to be in Minecraft. Underwater is so dark and bland right now, we need something down there to explore.
Perhaps seaweed or glowing coral would be nice?
And maybe fish would be more abundant near these areas. I know there is a mod for this, but this is too awesome not to put in the game
