i think that you should be able to turn regular torches on or off with redstone. or at least make redstone torches brighter.
that way you could have light switches and you could light up a mushroom farm, or something that need low level light, when you go to harvest it.

Turning a torch on and off is ridiculous. Redstone torches are dimmer for balancing purposes because torches are supposed to be the primary light source. Turning lights on and off in a game where darkness is bad might not be a smart idea.
That said, I would enjoy a craft-able, toggle-able light for entirely different reasons. Mostly for use in making interesting adventure maps.
