Why not make them? Many you would only need one to stop a dungeon. Would make a nice decoration to your home. Possibly it could be powered by red stone.
As far as I noticed, if you watch the piston video, you can place torches on fences. Therefore you could make a sort of chandelier thingy using that. But that would need a rather tall ceiling I assume you intended it to be a one block large block with chandelier texture, in that case why not use glowstone?
There was a suggestion posted for a craftable Chandelier. It included a string suspending it from the ceiling that could be cut with an arrow, allowing it to fall and damage whatever mob or player it lands on (it would leave the drop after this)
Point, but even I'll admit that a hand-made chandelier looks kinda crude and bulky compared to what a chandelier should look like.
Think LEGOs, if that example helps. We don't want a "chandelier block", we want other blocks that can be creatively used to make the chandelier. It's boring when a block has only one use. Just like stairs don't have to be stairs, and fences don't have to be fences.

Point, and yet we have stairs that serve as stairs and fences that serve as fences. I'd just be happy if there were more block types that had their own purposes and could also be used to make a better-looking chandelier (support bars, perhaps?)

No, you have fences and stairs that can be used for that purpose, but don't have to be. They can also be roofing, flag poles, support beams, edges for paths, shelves, lamp posts.. you see where I'm going with this.

Exactly. If there were other interesting blocks that just so happened to also work for making chandeliers, that would be great. But just crafting one is boring and limited. Horizontal beams/fence posts, torches that attach to fences, things like that would all be acceptable.
