NOTE: This is by no means a simple project but I feel it would pay off quite well.
These vehicles would be built out of the same blocks the environment is made of. I can't think of where to start so I will provide a simple design to get into writing this.

Wow, it took very little time for me to get less tired of writing a post.
One thing I like my idea is that vehicles can be "on the block" after movement animations are done. This makes things simpler for . It also makes redstone on the vehicle be able to connect to redstone in the environment. This makes it easy to make an elevator that knows when to stop, for example.
Minecraft doesn't need vehicles. Maybe for a mod, but not for vanilla.

When I first mentioned this, I was talking about being able to have a sticky piston push another sticky piston, even when it was expanded. That way you could make a "crawler" type machine that could move itself across the ground.
Redstone would also have to be made to stay on blocks that are pushed by pistons.

The latter, sorta. Minecraft is a 3d matrix. There is data that specifies what is in each spot but no data on how each block is connected. When you dig out a stone block from under another stone block, there is an assumption that it could be connected to something else.
Let us say you glue two cubes together like this
and 7 more like so
Put the 2'er under the 7'er in your head. If the bottom block of the two'er stopped existing, the remaining block would fall down.
The idea is emulate that in minecraft and provide some operations for special blocks like pistons.

Personally, I feel this mod stays quite well within minecraft's current realm.
It is blocky. check
It doesn't add new blocks and crafting equations like a madman. check.
It is simple. check.
It is multipurpose. check.
I'm not adding diesel engine cars or anything.
