This would add an interesting mechanic for zombies and a bit of scariness to water. I've actually heard squids on the bottom of lakes and for a second been scared that it might be a zombie underneath me.
This would also give them a chance to survive during the day more often since mobs tend to gather in low points since it's easier to go down than it is to go up.
There's often examples of water zombies in different media, and the zombies in Minecraft even wear blue and aqua colored clothes, so they'd blend in a bit in water too.
And undead usually don't need air to breathe.
Possibly have skeletons not drown in water as well, though I don't know about not sinking, as I'm not sure how arrows work underwater.
The biggest concern against this I've heard is that it might break some mob traps (similar to how spiders climbing walls broke some). Personally I consider this a good thing, since it requires new designs.
Also it allows selection. In the same way certain mob traps don't work on spiders allowing you to skip getting string, you could now filter out zombies from your collection point to stop getting feathers if you only wanted gunpowder.
It means drowning traps would be good for getting only string/gunpowder, where as you'd need gravity traps, lava blades, or cacti for undead.
And if you only wanted feathers, you could use the fact that zombies sink to have them channeled off away from others who get sent to an incinerator or something (tho it would be easier to just find a zombie spawner).
Any feedback would be nice, some things I'm not sure about, like applying the same to skeletons, or maybe giving zombies better jumping underwater so they could jump up and bite your feet or something heh.

No... It would break the game too much. If you are being chased by zombies and skeletons, just jump in the water and they will drown... So no. The game will become way too easy that way.
And not drown, it says "not drown" many places. So you could not run in water to make them drown, since they would not drown.

I think what he means is that you could just hop in the water and they're just stuck down there and can't get you.

What he means is that if a zombie sticks its head below water it won't take drowning damage, and might stay there to wait for you.

It would break all the mob traps, but I like it. I do however, think that it would be better to just make a new kind of aggressive mob for water.
It would break drowning traps, but I wouldn't think that it'd break any others, not that it would be bad if it did. Nice thing tho is you could make a part before the drowning part that ships the zombies off to an incinerator, then you wouldn't get any feathers heh.
