I've seen some posts recently for elevators, and I think that there is a simpler solution. Why make a whole new block when we can just modify an existing one? I propose that if minecart tracks are placed on a vertical section, the minecart would rise vertically. Alternatively, there could be a new type of track named the Elevator Track:
= 2 vertical tracks
Where is a normal track and is string. These could be placed and used with normal tracks (ie., horizontal tracks->vertical tracks). When placed, the bottom block of the vertical column would be a normal track, and it would automatically slope, like they do now. On the top you would need another sloped block, these smooth the transition between the two orientations.
When talking about powered rails and detector rails, they would be used in the recipe instead of normal tracks. Also, turns would not be possible while moving up.

This. And, it's completely unrealistic. And useless.
Unrealistic: Do you apply glue right when you hit those tracks?
Useless:
Oh noes, time for vertical tracks!
Or not.
